Why is this guidance needed? I have never heard of children drowning in a public pool.
Fortunately, drowning in swimming pools is a rare occurrence but it does happen.
Even one is too many. The guidance is designed to assist both swimming pool management and users in making a visit to the pool even safer, and a drowning a very rare occurrence.
