Swim England celebrates extension of Inclusion 2028

We welcome the Government’s decision to extend the Inclusion 2028 programme, allowing it to continue breaking down barriers to participation.

As a key delivery partner in the Youth Sport Trust Inclusion 2028 programme, Swim England recognises how essential inclusive PE, school sport and physical activity are for all children.

Inclusion 2028 brings together expertise from the Youth Sport Trust, ParalympicsGB, Activity Alliance, nasen and Swim England, supporting all children and young people feel confident, included and able to thrive in PE and school sport.

The programme has already supported more than 8,000 schools, trained over 10,000 teachers, and is set to benefit more than 240,000 pupils with SEND, showing the significant impact it’s already having, and will continue to make.

Inclusion 2028 supports Swim England’s One Swim England strategy, which is committed to creating great experiences in water, for all, for life.

Through the programme, Swim England helps shape resources, training, and school-facing support to ensure swimming and water safety lessons are accessible for children with physical, sensory, cognitive, communication, or social-emotional needs. The programme’s extension means this vital work can continue, widening participation and boosting confidence, wellbeing and physical literacy for children who may otherwise face barriers.

Crucially, Inclusion 2028 helps schools drive lasting change through targeted interventions, inclusive sports festivals, extracurricular club development, and leadership opportunities for young people with and without SEND.

As the programme continues, schools will keep benefiting from free training, high-quality resources, and guidance designed by the consortium, helping to embed inclusion into everyday practice.

Looking ahead, Swim England remains committed to building on the progress already made and expanding inclusive opportunities in aquatic sport for children and young people.
